VOMARE

VOMARE (Voluntary Maritime Rescue) -hankkeen tarkoituksena on elvyttää vapaaehtoista meripelastustoimintaa Suomenlahden itäpäässä ja Peipsi–järvellä sekä luoda edellytykset Suomen ja Viron meripelastajien yhteistyölle.

Hankkeen vastuulliset kumppanit ovat Suomen Meripelastusseura Suomessa ja Vihulan kunta Virossa. Lisäksi siihen osallistuvat Toilan ja Lohusuun kunnat ja Mustveen kaupunki sekä Varsinais-Suomen liitto rahoittajana. Hankkeen arvo on kokonaisuudessaan noin 1 M€ ja sen päärahoittaja on EU:n Interreg IVA –ohjelma. VOMARE:a edelsi vuonna 2007 toteutettu EU-hanke, minkä puitteissa aloitettiin vapaaehtoisen meripelastustoiminnan edellytysten luominen Koillis-Viron pilottisatamissa.

VOMARE -hankkeen tärkein osa on neljän täysin varustetun pelastusaluksen luovuttaminen Suomesta Viroon sekä vastaavien uusien alusten hankinta Suomen Meripelastusseuralle. Virolaisten vapaaehtoisten käyttöön tulevat alukset ovat n. 6-7 metriä pitkiä kovapohjaisia kellukeveneitä (RIB), jotka yltävät vähintään 30 solmun nopeuteen. Veneet sijoitetaan Vihulan, Toilan, Lohusuun ja Mustveen alueelle perustettaville pelastusasemille. Ensimmäiset veneet siirtyivät Viroon perustetuille neljälle pelastusasemalle kesäkuussa ja loput marraskuussa 2009.

Suomen Meripelastusseuralle hankitaan kolme uutta PV2-luokan pelastusalusta ja yksi pienempi apualus. PV2-luokan veneet ovat noin 8 metriä pitkiä, alumiinirunkoisia veneitä, jotka varustetaan kahdella dieselmoottorilla ja vesisuihkulla. Alusten huippunopeus on 32 solmua ja ne on suunniteltu toimimaan Itsenäisenä pelastusyksikkönä saaristossa ja rannikolla. Pelastusveneet soveltuvat mm. hätäensiapu-, hinaus-, etsintä- ja mies meressä –tehtäviin. Veneet valmistuvat vuoden 2010 aikana.

VOMARE-hankkeeseen sisältyy myös virolaisille vapaaehtoisryhmille järjestettävä täydennyskoulutus ja käytännön meripelastuskoulutus Virossa ja Suomessa. Pääosa vapaaehtoisista koulutetaan pelastusalusten käyttäjiksi ja pieni osa edelleen kouluttajiksi.

Vuosina 2009-2011 toteutettava VOMARE-hanke on osa laajempaa pyrkimystä luoda koko Itämeren alueelle vapaaehtoisuuteen perustuvaa meripelastustoimintaa Suomen, Ruotsin ja Saksan mallien mukaan, sekä lisätä sitä kautta meriturvallisuutta ja parantaa valmiuksia ympäristövahinkojen torjuntaan. Sen yhteydessä aloitetaan perustan luominen Viron vapaaehtoisen meripelastustoiminnan hallinnolle sekä kestävälle ja jatkuvalle varainhankinnalle.

VOMARE -project

The project will revive of voluntary Estonian maritime search and rescue operations in the Eastern part of the Gulf of Finland and to create the co-operation of the Finnish and Estonian volunteer maritime search and rescue systems. The project will develop the constructive framework and favourable conditions for partnership between the public and the third sectors, it wil generate significiant public savings and improve the safety and security of citizens. The main tasks of the project are to equip and hand over four fully equipped rescue vessels to the pilot voluntary maritime rescue groups in Estonia and to supply similar new vessels to the Finnish Lifeboat Institution. Setting up voluntary maritime search and rescue systems and providing the necessary training for the voluntarees are insepabarably tied to rescue technique and technology and rescue management.

The project will train and educate the local voluntary maritime rescue groups in basic seamanship, navigation, rescue and first aid skills. At the same time will be orgnised the co-operation and practical training with Finnish and Estonian voluntary groups.

The primary objective of the project is to revive voluntary maritime search and rescue operations in Estonia based on the natural desire in individuals to offer their help to one an other. This general objective is divided into several more specific aims: 1. to provide overall familiarity with voluntary maritime search and rescue operations as described in the the Geneva Convention, international co-operation and the culture of safety and security in the West. 2. to bring together boaters and sea-spirited people interested in voluntary maritime search and rescue operations within its sphere of activities, and to set up new search and rescue units in Estonia. 3. to arrange basic training for the new volunteers. 4. to equip and locate four rescue vessels at different Estonian harbours in the Eastern part of the Gulf of Finland, and finally 5. to train the volunteers for search and rescue missions. The majority of volunteers will be trained in the use of the rescue vessels.

The project will also work as a framework for a more extensive objective that will organise the administration of the voluntary maritime search and rescue in Estonia, and to create the foundation for sustainable and continous fund raising, and to integrate the Baltic Sea area of Estonia into the sphere of international operations during the programme period.

The concluded project will standardise the level of maritime safety in the Gulf of Finland over the long term. It will directly improve the safety of Finnish and Estonian boaters as they sail in Estonian waters. Voluntary maritime search and rescue adds also to the responsibility of boaters for their own safety on waterways and contribute to the costs of running the service. This will save govermental recources significantly in the future. Within the framework of this project, also co-operation in the exchange of experience and material aid between the voluntary maritime search and rescue systems and govermental organisations will deepend and furher develop.

Origin of the project

Due to the fast economical growth in Estonia and Russia, a heavy increase in merchant shipping and boating traffic in the Gulf of Finland and in Estonian waters, combined with a lack of sufficient maritime search and rescue recources, it became apparent that something had to be done. From the perspective of Estonia, it is important to raise the preparedness of the rescue service on its coast to the level specified in international agreements and to make it sufficient for the country's own citizens and visitors from abroad. It can well be stated that the project standardises the level of maritime safety in the Gulf of Finland. From the perpective of Finland, improving the preparedness of Estonia to provide rescue services is important because it also reduces the need for Finland to participate in rescue missions in Estonia. Over the long term, the project will also improve the safety of Finnish boaters when they sail in Estonian waters.
